Adobe Premiere Pro 2 project settings

I just finished shooting on my DVX100B with scene file F5 preset settings and letterbox aspect ratio. So 24 fps, and letterbox. I have not done any digital editing, so need an Editing 101 very quickly as my trial version is ticking away. I captured the DV using all the preset settings for DV24p-widescreen 48khz on Adobe Premiere Pro 2. The captured video came out choppy, and as I'm a novice not sure if it's my computer or if I did something wrong.
What project settings did I need to use to import?
How about export to DVD?
Export to web?
The black lines top and bottom are visible in my imported video as I shot it letterboxed - is this the right behavior seeing that I imported it as widescreen 16:9?
Can someone please run me through the process. Much appreciated.

letterbox does not mean 16:9 - it means that you will have bars on the top and bottom of the frame, period. There are MANY post about the subject.

You shot letterbox, so edit in a 4x3 project, the bars will always be there. You could edit your footage in a widescreen project and increase the scale of your clips until the black bars are gone. Since you shot f5 I would edit the footage in a 29.97 timeline. It will retain the 24p look. Check the Premiere threads for more exciting questions and answers. Best o' luck.
