Achieving this effect?

Well yes. To my eyes the video is sped up but there lips match the lyrics. So what process do you use? Shoot at 12fps? and then slow down in FCp? I just don't get how you shoot fast or slow? I have an HVX with multiple fram rate choices and want to give this a go, how would I do it?

It looks to me like this was shot in fast motion (meaning a lower frame rate that the format , e.g., 24fps, 30 fps, you are recording in) and then the song was sped up. So once you figure out what frame rate to shoot, you would not have to speed up or slow down the video in FCP, you would simply use a timeline set to the format you shot in (24 or 30fps) and then speed up the song as described in the link in Blaine's post.

You might want to have a look at the Barry Green's description of various frame rates in his HVX book or in his article on this topic posted as a sticky somewhere for a detailed explanation.

The video was shot at a slower frame rate (undercranked) to a slowed music playback. The video was then sped up in post to match the original music playback speed. That keeps the action in sync with the original track. Use Barry's chart (linked in Blaine's post) to figure your speed changes.

Example:
To play back with the appearance of double speed, with the target project of 24fps, slow the music playback to 50% (a two minute song at this rate will play for four minutes) and shoot at half the frame rate, or 12fps. In post, conform the video to 24fps (double the video's playback speed) and it will match the original music track's playback speed.
