How is it that the shutter on this camera while in video is able to go slower than the frame rate? I just shot something at 1/13 on the shutter while in video mode and rolling 24p. Am I missing something obvious?
 
That’s normal in still cameras that shoot video...it’s always been like this with almost all of them since their existence.
 
That's also normal for almost all of the professional camcorders too. The feature is usually called Slow-Shutter and some of the cameras can go down to a 1 second shutter speed. Great for stationary low-light shots without adding gain. Also useful for timelapse when you want blur.
