a hint of spain

I have some footage that I took while in Spain, and I have a slight problem. Some of the footage contains areas of white that are flashing. I think this may be a result of me using too fast of a shutter speed.

Here is a very short segment that is compressed and a little flashing is noticeable on the umbrella. In the avi format, it flashes about 10 times as much. Nearly all of the white skies are flashing. Any ideas on how I can fix this? Thanks!

The shutter speed is definitely the cause of this. In many pans, I have noticed a very chunky movement. I guess that there is no way to fix this, besides learn from it and move on...

What NLE are you using?

If you are using Premiere just apply the Posterize Time effect and set the frame rate to 30p, that should fix the problem.
