The 7Q can record ProRes HQ out of the box, but only if a video signal is being sent into the unit via SDI or HDMI. Therefore, if you're using an FS700, the only signal the 7Q will record in ProRes without an extra Recording Option is the 8-Bit HDvideo that the FS700 can output as video.
If you want to use the 4K signal out of the camera (to either record in UHD or to use the 4K2HD feature to get 10-bit high-quality images), you must pay for the Sony RAW Recording Option.
Seeing as your topic title includes UHD, I take it you're looking for information about 4K/UHD - the 7Q will not record a UHD signal from an FS700 without the extra Recording Option.
Alan pretty much has it, but let me reiterate with different phrasing in case it is not clear to some.
For recording in Apple ProRes 422 (HQ):
If a camera can output HD, 2K, UHD or 4K as a standard video signal over SDI then the Odyssey7Q or Odyssey7Q+ can record it out of the box.
If a camera can output HD, 2K, UHD or 4K as a standard video signal over HDMI then the Odyssey7Q+ can record it out of the box.
If a camera can output HD up to 1080p30 or 1080i60 as a standard video signal over HDMI then the Odyssey7Q can record it out of the box.
If a camera outputs a signal as a RAW data feed, then a Record Option is required on the Odyssey7Q or Odyssey7Q+ to record it, even if that recording is to be a transformation of that RAW data into video for recording to Apple ProRes 422 (HQ). This currently effects the output of the FS7, FS700, C500, Alexa, IO Industries and Indiecam cameras. Some of these cameras have the ability to also output in a standard video signal, such as the Alexa, C500, FS7, IO Industries and Indiecam, but often these video outputs are limited in various ways such as bit depth, frame rate and resolution.
For example, since thesis the FS700 area of DVXUSER, on the FS700 the only way to access UHD is via RAW data. To record UHD in either RAW or converted to ProRes, the Record Option is required.
