60p vs 60 over 24p

Would the 2 following result in the same exact looking footage

shoot 720 60P 180 degree shutter for 1 minute - drop into NLE in 60 frame timeline and remap to 40% speed and export at 24 frames

shoot 720 24P 60 frame rate 180 degree shutter for 1 minute - drop into NLE in 24 frame timeline and export at 24 frames

I am trying to figure out if these differ and I dont think they do

Should be frame-for-frame identical, assuming your editing program knows how to do the frame remap properly.
