Yup,
The app Cinema 4K lets you take manual control over a non windows phone camera and does so in 200Mbps. The difference is actually quite substantial.
The phones I know of that can run the app is the Galaxy S6, S6 Edge, LG G4 and my G Flex 2.

4K Frame Gaded,

LG stock and Cinema 4K (night and day difference if you click for full res)

Before and after grade.

It does not seem likely that the memory in a smart phone is capable of dealing with 200 Mbps. What am I missing here?

How do you mean?
My phone has 2gb ram, 8 core processor (yes, 8) and a class 10 SD.
Im pretty sure a Blackmagic has less power but no problem with the data rate.
