In SD, yes. But HD is always 16:9; that's the HD standard.
No. As I said, HD is 16:9. There's no other option.
However, you can frame for 4:3 and crop in post if you like. There's no HD 4:3 delivery standard, though, so going to Blu-ray or any other HD-format delivery will require black bars on the sides.
