30P onto a 24P Timeline

I shot all my herofest footage at 30P with a shutter of 120. I imported into a 24P timeline in Premiere because of the contest rules. But when I get to the fight scene and look at the footage that is not slowed down to 80% it stobes quite a bit. It doesn't look really that bad, but I would prefer it be smoother. Also, it is making it difficult for the special effect I have in mind. I imagine keyframing when the object is moving and there is a blurred portion ofthe previous frame. I have someone doing the special effects and they told me they had trouble isolating the frames to place the effect.

Is there a way to take the strobe out? I am using Premiere Pro 2.0. I reimported the sequence as a NTSC 29.97 and the strobe was gone, but the sequence was imported as one video and one audio track with no clips. I don't have the time to match up the clips from scratch. And then how do I get it back on a 24P timeline for the contest? Any ideas? Is there a way to get my 30P footage to work on a 24P timeline?

Thanks so much,
Alex
