24pA

anyway to shoot in 24pA and transfer it to regular 24P just incase i decide not to uprezz?

What specifically do you have in mind?

Any 24p-capable NLE will allow export from a 24p timeline of standard DV (which will use 2:3 pulldown). Not all will allow the insertion of 2:3 pulldown FLAGS, however, so once you export, you can't remove the pulldown automatically later.

according to my professor, if i shoot in 24Pa, it will not playback right if i export to dv tape. i haven't tried it, but i might consider to start shooting in 24Pa if it just gives me the option to uprezz while still having a clean product if i choose not to.

The only question you should ask yourself is how you're going to edit the footage.

If you are going to edit on a 24p timeline, then shoot 24pA.

If you are going to edit on a 60i timeline, then shoot 24p standard.

What you're going to do with it after that is irrelevant. You will have the option to export as anything you want (mostly). You will be able to export to DV tape with standard pulldown (whether as straight DV or as DV with 2:3 pulldown flags inserted; playing it back, they are identical).

Your professor is somewhat correct in that 24pA, when played back from tape, may (and that's "may," not "will") have a slightly more pronounecd stutter to it. But you don't shoot 24pA to watch; you shoot it to edit. (See above.)

And if you have the option, you SHOULD always edit 24p footage on a 24p timeline.
