24pa footage looks interlaced

what are you using to capture? i noticed when i imported it into vegas 7 i had no problem, but when i used premiere pro 2 i had that interlacing problem.
 
could it be possible that certain tapes could cause tape dropouts frequently? cause it seems it shows a bunch of blocky footage, and then in the middle of the clip it jumps. i gotta bunch of free tapes and the brand is victor..... i know victor and merkury to be low grade products.... any input??
