No 24F or 30F on the DVX. It's 24p and 30p. 
The frame rate you use -- 24p, 30p, or 60i (progressive off) depends entirely on what you want the footage to look like. You can use any of them any time if it's what you want.
Most prefer particular frame rates for particular uses, though. If you want it to look like a cinematic movie, 24p is your best bet. If you want it to look like reality TV, 60i is your go-to. 30p is something in between.
