2 FCP users networked & working off the same HDs?

I have an upcoming project that requires at least 2 editors working in FCP on at least 2 different computers in the same room. All the footage and project files will be stored on a single set of hard drives, and need to be available to the 2 computers via some kind of networking.

What is the proper, and most efficient way to set up this file network that would offer the fastest speed and access to the footage?
 
Well what's your budget? Some kind of shared storage solution would be ideal, but that can be very pricey.

Also, why is it necessary for them to both be working on the same drives?
