16GB card or even 32GB can record 25pN on HVX?

That's an NTSC chart from the USA division of Panasonic. A USA HVX200 doesn't support 25p or 50i at all. The other HD cameras on that list are dual-standard NTSC & PAL, which is why the frame rates are listed as supported for them.

Yes of course your European HVX will be able to record 25pN on 16GB or 32GB cards.
 
That's not what it looks like to me. It just looks like specs for an NTSC HVX200. None of the "PAL" framerates are listed as supported under the HVX200. Probably just b/c it is only referencing NTSC models, and not both NTSC and PAL.

The HPX500 and HPX2000 shoot both NTSC and PAL framerates, so there is not a separate camera for PAL and NTSC regions.

Can't find a similar one for Pal updated to 32GB at Pana Europe.
