16:9 for sd tv station

Q for ya. I know that it was mentioned that things need to be delivered in 4:3 format for those local tv stations operating in sd... If I am doing a commercial for example. If I still want to film in 16:9, can I then drop it on a 4:3 timeline in Edius for example (where it automatically letterboxes it) so i can preserve the 16:9 look without having to crop or do anything else like that to the footage. Then I can use the letterboxing for phone numbers, etc. If I deliver a product like that to a 4:3 station will it display properly as 4:3 letterbox? I know i can do 16:9 on dvd and the player will be smart enough to letterbox if it needs to. But if I am filming 16:9 for 4:3 output, will this work. I don't think I quite explained that clearly, but does that make sense? I don't want to convert my footage to 4:3, I want it to be letterboxed for a 4:3 signal.

It could be done two ways, letterboxed or 4:3 panned and scanned. Are you wanting to keep it in a widescreen format just so that it is film like? Or is there just that much going on in the sides? If not, crop it to 4:3 and fill the screen with the important action.
