1080p 24p can't put a disolve or fade on timeline

Hi everyone, I was testing some 1080p 24p footage and I can't seem to put in a disolve or fade in the timeline. I'm using an AVID PRO HD as my NLE and I'm using some HD footage that came with it. anythoughts?
