A software downrezz is only going to introduce artifacts into your footage. A high end hardware is different but not a patch on shooting it at 720 in the first place. There are only negatives to downrezzing when you have the option to shoot 720 natively.
If you are doing green screen compositing, you may find that shooting and compositing in 1080 and then reducing to 720 after the composite may preserve finer detail than shooting and compositing in 720.
down ressing does make the 720 a tad sharper. Depending on the application artifacting isnt too big of a problem, but its best to do it as the last step. IE shoot, edit, cc in 1080, then for your delivery medium do the down conversion in the highest quality possible. it gives 720 a nice "pop".
