$100ish tripod for stills (and later will buy head for video)

Im looking for a tripod for stills at the moment, but later I can remove the head and add a fluid head in for videos. (Like a Manfrotto fluid head)

Something small, lightweight (for travelling) but strong for a video rig of around 13lbs.

In my experience, those sticks won't handle a rig of 13lbs...nor would I trust it with that much weight. For photos, that + a 222 joystick head would be ideal.
