1/12 shutterspeed did not work

Hi,

I shot some flowing traffic in Video Mode 720p/24 and lowered the shutterspeed to 1/12 sec.
Unfortunately the movement of the cars look rather choppy.

Is there any way to save the shot in either FCP or Edius?
