Why can't my Dell laptop recognize XL1?

I connect XL1 with Dell laptop by 1394 cable, and the EVF shows "DV IN", but i can't find the DV in the computer, and can't download the video from DV tapes to computer. However, it is very strange that sometimes it works, but most it doesn't. I have changed some cables and the same problem. Who could help me, please. It has bothered me for a long long long time...
 
i even have reached that step. Because first the computer should recognize the DV, and then i can make the capture. But for most of time, nothing happens to the computer when i connect it with DV. ...By the way, I use Premiere or Windows movie maker.
