scene in the movie 21

i was curious if anyone knew how they acheived that scene in 21 where kevin spacey and the main charchter are in the casino making eye contact in real time while the rest of the casino is moving in hyper speed? not that i think i could pull this off but curious to know how it was done.
 
I watched that on the plane to Beijing- kinda iffy movie lol. Anyways I would guess it was shot using a motion control rig. First pass- two actors and no extras at normal film speed. Second pass minus the two actors but with extras at maybe 1 frame per second(or perhaps just sped up in post). Then those two takes composited together in post. You could do that without motion control by locking off your camera but not quite a dynamic shot.
