What will this mean in editing. i have shots in my timeline that are 23.98 and shots that are 59.98. do i need to change the 59.98 to 24 before editing? If i leave it how it is, will it look funny when i export the project?

Well, with most NLE's you're going to have to pick one of the framerates as your timeline. What is your destination? Depending on that, pick one as your timeline, and convert the other to that framerate.
That said, did you shoot 720/24p or 720/24pn? If you shot 720/24p, then it might be easier simply to use the existing pulldown applied to the 24p footage, and edit the whole thing in 60p. It all depends.

FCP allows me to have both in the timeline(both framerates). I shot half in 720pn, then i shot half in 60. I want to go out to hd dvd. But i possibly might make a print of it on 35mm.

Right...FCP. Well, in that case, won't FCP convert all clips to a single framerate for output? (I don't have FCP, so take anything I say about the software with a grain of salt. :)) If FCP does that, I would leave all clips as-is, and simply choose 24p as the destination framerate, especially since you are thinking of a 35mm blowup.
