I followed these steps:

1. Capture (I'm a Vegas guy)
2. Import into TMPGEnc
3. Click "Filters" button
4. Make sure "Deinterlace" is checked
5. Change Deinterlace Mode to "24fps special animation"
6. Change Deinterlace Method to "Inverse Pulldown"
7. Click "OK"
8. Click "Format" button
9. Chose "HDV format MPEG file" (double click it)
10. Click "MPEG output" in 'non-standard settings' box on the right
11. Click "yes" when the warning box comes up (who reads those anyway?)
12. Change framerate to '23.976'
13. Change DC Component to '9 bit'
14. Change Display Mode to 'progressive'
15. Save as template if you'd like
16. Go to Encode and encode, of course

Output file looks great. All properties read HDV .m2t at 23.976

But now the issue is that it renders the footage as 1280x720

Where exactly have i gone wrong? Can i manually imput 1080i setings or iwll it lower the quality?

You have gone wrong after the 9th step. You must have changed the resolution some how. When you follow the steps you've listed you should get 1440x1080.

can anyone suggest the bitrate i should use?

CBR or VBR and what rate? for maximum quality without making the file size too huge, or larger than it should be for the quality that it can give?

The standard is 25Mbps constant bitrate. I did some tests and if I set the bitrate lower than 15Mbps CBR I didn't like the quality. Ive started getting some block noise. BTW I am talking about mpeg2 compression.

another quick question, videos are looking superb. but noticing that the new files are slightly longer than the originals. I have the correct frame rate and all, but am curious to know if it is slowing the footage down.

original footage without the pull down removal: 36.15 seconds
after going through tmpgenc 4 xpress: 37.18 seconds

which is 97.23 % of the duration. Over the course of something longer, there would be a huge difference.

I was going to test it but I couldn't find time to do it. I didn't check the length before so I don't know if it happened on my clips or not.
