Everyone in this picture is someone of whom we have a photograph or authenticated image.

Without knowing what Jesus looked like it's not possible to depict him in a mosaic of what are supposed to be recognizable people.

I agree, there are definitly some that should have been in there. Maybe even some who should not have been. But if you think about it, it would be quite hard to fit every influential person into this. Although I will grant you, the artists could have made better choices.
