Streaking headlights timelapse- what's wrong?

I spent yesterday figuring out how to finally do the frame rate hack. I loaded the scene file for 2fps into F1 , went to syncro scan and set it for 350 degree
shutter angle. Then I opened the aperture all the way and lowered the shutter speed to 1/12, and did a night traffic shot. It looks like a normal interval 2fps timelapse- no "streaking headlights" effect. What am I doing wrong?:(

The shutter angle and shutter speed control the same thing, it is just different terminology.

So when I finished setting the shutter angle to 350, then went to shutter speed and dropped it from 1/24 to 1/12, the shutter angle was no longer 350?
Any idea why no effect?
