Yeah, the fire looks like it's coming off of one of those. If it was spray paint, it would be more "sparky" because of the aerosol propellant.

Yup,

It's a tikitorch. My friends let some of the citronella leak out onto the top of the cansiter and it caught fire. Not a hazard though.
