Need someone who can speak like this...

Just a question, when do you know that the danger has passes and it is safe to get up? - is that right after the atomic blast burned down the whole city? Who comes up with this ****?

I guess you are looking for a sort of Orson Welles voice.
 
I know a number of VO actors. Is this a union gig? If it is, I can point you to an agency site where you can review examples of each actors work.

LOL, I immediately thought that was Orson Welles. At the very least that gives you a starting point to communicate with people what you are looking for, "an Orson Welles sounding voice."

I love those 50's narrator voices! I know of an older guy with a great voice. He is a little deeper than that.
