This is what my youtube upload page said after receiving the same email the OP received:

¡Enhorabuena! Tu cuenta ya está activada para subir vídeos de más de 15 minutos de duración. Haz clic en el botón Subir que hay a continuación para seleccionar un vídeo.

which means, "congratulations, your account is now activated to upload videos longer than 15 minutes".

So, that's why I made my statement.

When YouTube was first launched, you could upload any length.

After a few years, they cut the length down to 10 minutes due to people uploading movies. Old accounts that were started before they set the 10 minute time limit can still upload any length.

When they realized people uploaded movies in 10 minute sections, they changed it to 15 minutes (because they felt that made sense).

New accounts that can be updated to host longer than 15 minute videos are news to me.
Any idea what made this happen? Could you mail YouTube and ask?

Not sure why BUT I got the same message .. I have upload 30 minute videos ..20 minute vids no problem..Kinda nice actually.
