XL1 footage to HD - Best way?

What is the best affordable way to upres 480/60i footage shot on a Canon XL1 to 1080/24p?

My first feature was shot and cut this way back in 2003/2004. Now I'm considering going back to the source tapes, recapturing and recutting the film, including an upres to HD for online/blu-ray distribution.

I've learned at lot since I made this film and my post technology has improved. But I'm curious what the best way to upres would be aside from just dragging the project onto a 1080 timeline in premiere pro or after effects and scaling it.

I've had good luck with Red Giants Magic Bullet Frames and Instant HD plugins. Frames deinterlaces and converts to 24p. Instant HD will upres it better than scaling.

"Best" would be to take it to a dub house that has a Teranex or Alchemist to do the conversion. "Most affordable" would probably be to use Compressor or After Effects. In AE you could try to use Kronos or ReTimer.

AVISynth. If you have a lot of time on your hands, you can do some extremely high quality deinterlacing and rescaling.
