workflow from 24P HD to interlace SD

I'm trying to figure out why some commercials that were obviously originated on film (or 24P video), but broadcast in SD, look nice and clean, and others have notable interlacing artifacts (the difference is mostly noticeable on an LCD/plasma, rather than an interlace CRT, of course).

If you shoot 24P, but have to deliver on BetaSP or DigiBeta to local broadcaster, what exactly should be done in the final mastering process to beat the interlace jaggies? De-interlace filter (yuck)? Use 2224 pulldown?

More generally, any thoughts about workflow when shooting/cutting 720/24P, but delivering a clean, letterbox SD (which has to be 60i, right?) for broadcast?
