Wonder Years old film fps effect?

I am wanting a look like this:

The footage I have to use is already shot and is mostly 29.97 and 59.94.
I have effect plugins to create old damaged film but how would I go about getting an off-frame rate look like a Super-8 which was about 18fps?
I need to make my footage look jerky and slightly sped up

I'm using Premiere Pro CS6 if that matters

If the footage wasn't shot with the right amount of shakiness, snap zooms, etc. it will never have the right feel no matter what you do to the frame rate and adding grain. You just can't take any footage and give it a believable 8mm look. But if the footage was shot with the right style there are plenty of tools in the Studio version of Resolve that could be mixed and matched to get whatever look you want. It will take a combination of several effects to get right.

PP and AE have a lot of options for this. especially if you learn a bit of the commands in AE for jutter and gateweave, or reducing frames.

If you don’t want to mess with some of that, you can export a version to 18fps (not slomo’d) and then use that for the other effects and film stuff.

i’n surprised there isn’t an effect for that in PP. you can sometimes download royalty free 8mm frames, and then composite onto you footage, and it is already animated. just check it’s frame rate, as you may want to export to the same frame rate to prevent ghosting or whatevers.
 
Being it is 2024, a lot of people from the 1980s are in their 70s to 40s now, I'd say you could try rewriting it to be VHS?
