I sometimes need to upload my videos to a streaming media server that requires wmv files that have a bitrate under 300kbps (audio and video). Unfortunatly, I have to set my videos to be constant bitrate because if I choose variable the metadata of the file says it has a bitrate much higher than 300kbps even if thats what I chose as my target/average bitrate. This is because at some points the video must jump above 300 based on motion.
In the end I can wind up with the same file size for the same length video but if it wasn't set to constanst the streaming media server won't accept it. Is there a way that I can access the metadata or the header of these files and trick it into thinking it's only 300kbps?
