Im need to lock my idiot brother out of my computer for his lack of respect for other people things.
What i want to do is have my primary user name with no limits, and have a guest user name with downloading content off the internet DENIED.
Can anyone help me out on how to do this?

is he downloading porn again? Why don't you just get him a decent priced computer so he can do whatever the heck he wants with it. You definitely don't want your younger brother downloading viruses and other beastiality porn on your system. Tell him to get his own computer.
 
Create a new account with *NON-ADMIN* permissions. You can also block internet access completely or setup an access list to permit only *approved* websites. Do a google search on "Securing Windows XP" and you'll find a wealth of info on exactly how to do everything. You can lock it down tighter than a banjo if you want!!
