Why is FCP HD using a 29.97 timebase for 2:3:3:2?

If my memory serves (say last week), FCP 4 would bring in 24Pa at 23.98 (meaning the clip itself would count to 23/24, and then onto the next second. It seems whenever I bring in 24Pa footage now, with the 2:3:3:2 pulldown removal setting, it counts up to 29.97. The dummy frames have already been removed, etc., does anyone else have this issue? I'm beginning to wonder if they rushed this product too fast....

Nevermind, I get it. It's keeping the actual timecode numbers, but ditching the dummy frames - did FCP 4 do it this way and I just never noticed? Still have my questions below about uprezing using DVCPRO HD though....
