Why hasn't premiere not included a proper camera shake in its new release?

this is really strange

FCP has camera shake as a preset, premiere has nothing

question is.... wHY NOT?

i dont want to do a AE screw around camera shake, i dont even want to do a premiere frame by frame camera shake(because its not even that good, you still see the black on either side, depending on how much of the shake you do)

so, is there any software out there that has this shake for premiere cs5 or any other premiere that rivals FCP's shake

Because realistically it's not a NLEs job to provide any effects what-so-ever. If you want effects, get an effects program; That's the point of them.

While in theory that's true, expectations have certainly changed as technology and software has progressed.

Why don't you just do it in AE and save yourself a headache? Do you not have it? Based on the Video Co Pliot tutorial, just mirror the edges, shake around, and there you have it. No black bars and great camera shake.
