Who is actually in charge of hiring camera department?

So I know that the DP/AC's/etc. can give lots of input to who else gets hired for the camera department. But who does the actual hiring? Would that be the unit production manager?

Depending on the structure of the film, but on most union shoots, the production manager, or unit production manager, yes.

DP gives the numbers but the line producer or UPM does hiring.
