Which program(s) can create this type of work?

Although on a personal note, for that kind of video, those animations are really basic.
Basically you would keyframe the position of the pieces and the animation program will interpolate the movement in between the keyframes. Really basic stuff.

There were a couple things in there where the cutaways are animated. That , in C4D anyways, can be done by keyframe/animating a boolean shape/object over the recipient object to get that effect. I'm sure most all other programs have boolean objects as well.

And there was one part where some basic particles representing fluids were involved. Again, most 3D programs have particle systems also. The particles in that video were also very simple and something you could achieve without any difficulty.

Imo I'd try out the C4D trial version. The interface is pretty simple but also pretty powerful.
You should be able to animate the objects within a couple hours of using the program (assuming you already have the models).
Maybe even using booleans in the same day if you google some tutorials. Pretty easy.

But any program can do these things. Very basic stuff. You should be fine.
 
OK thanks. I don't think I'll try it myself but now I know which skill set to look for in selecting the right person.

EDIT: what if you don't have a model built...? How do you build it from scratch?

This can be done in almost any 3D application, but I would look into programs like Solidworks, Autodesk Inventor, etc. because they specifically cater to 3D Mechanical design. That's if the nature of your project is like the example you posted.

As for what to do if you don't already have a model? You model it in these applications. A good 3D generalist should be able to model it and animate for you.

It's hard to say for sure. Depends on the proficiency of the modeler. It also depends on how intricate and detailed you want all of the models and parts to be.

Based on the example you originally posted, I'd say a day or two.
