Which ND filter to shoot wide open with 2.8 lens?

Hi
Assumption- I'll be shooting mostly at 30fps and 1/60 sec shutter speed.
I want to avoid the extra cost of a variable ND and can't seem to source an ND with exactly 5 fstops reduction.

Am I better off getting an ND with 4stops reduction, giving me the flexibility to add a polarizer, or do I opt for an 8 fstop ND, which would boost the ASA on a sunny day to around 400?

Answering my own question but going with an B+W ND1.8(6 fstops) from filterfactory.
On a bright sunny day, at asa 200 on my 7D, and with a polarizer, this will give me 1/60 f2.8.

And I can obviously keep using it in heavy overcast without the CPOL, just upping my asa.

Also will be perfect for blurred motion effects,
