Hey guys, I've done a few short films but I'm looking to produce tv spots for local businesses. Do you guys know of any good starting points to begin my research? Any good sites to find work or tips? Thanks for any help.

Do a web search for info. I suspect there are threads here with some mention of these places.
If you pursue them, be prepared for pretty low pay. Some folks despise places like these, thinking they lower the overall quality of the craft; others like them because they provide some relatively quick and easy money.
The decision is yours.
Good luck.
The high end spots go through Ad agencies. Agencies typically work with large well established post facilities. The low end spots go to through the cable companies. The cable operators will do the spot for free in order to sell the air time. Most of what's left between the high end and low end is picked up by producers who already have an existing relationship with a customer. That leaves a tiny piece of the pie for the taking, not exactly low hanging fruit.
Get some friends together and do spec ads. Make them 30 seconds long and effective. Study marketing. Know your job. It doesn't sound like you have enough experience to be effective in advertising, but if you think you are the first thing you need is an internet presence advertising your services. Craigslist postings and the like all help. You also need business cards; hand them out to everyone you can and make sure everyone you talk to knows what you do. How exactly you contact clients depends on you and your market.
Houston is big, and your competition is undoubtedly extremely steep. You'd be better off latching onto someone who has experience. A television commercial is always an investment, even if you offer it free, since the broadcast time costs a lot. So people tend to be careful about who they choose. It's also been around for a very, very long time, so a lot of people are good at it and well established. So figure out why a client would hire you, and make that your marketing angle. And don't get hung up on the commercial going on television, you would probably be able to get more willing people if you did it as online media, which tends to be a much lower investment both in showcasing and production.
i work for a company that makes tv ads and the thing is that the local tv stations sell time slots for a commercial and say that they will make the commercial for free
