Whats this device?

I think it's some type of remote camera head for a jib. Looks like they're just rocking the camera back and forth using a head that does rolls. I think I've seen a head set up like that, but forget who makes it.

Something sorta like this...

They are using a tango head mounted between the camera and fluid head. It's industry standard. Used often for food commercials and such.

You can see it in the video at 2:41. Look between the camera base-plate and fluid-head surface. You can see it says 'tango system'.

How did they get such exposed flickering lights? was this done in post? what lights can you use for that?

Some of it could be post, but it is evident that some, if not all, of it was done in camera. Watch the behind the scenes, and you'll see around 1:10, the RedOne camera feed has the exposure change, while the bts camera, capturing the same event does not see the change. Had it been done by lighting, both cameras would have seen it, had it been post, neither would have seen it. So there you go.

Looking at the video, the actual music video and the BTS, I'd assume they have the RedOne purposefully off synced to a synced set of fluorescent lighting fixtures, thus creating the flicker.

I think with the flicker, we're seeing a clean take on BTS and on the monitor shot using a flicker box.
