Whats this called?

That's one of the easiest things out there with an animated mask. Not everything has to have a searchable name and associated tutorial.

do some research on "rotoscoping" ..."roto" for short"

.. essentially you are using a mask to cut out or outline and object so that either other things can be obscured or effected while leaving the cut out object alone, or you are obscuring or effecting the cutout object while leaving other things alone.

in AE you woule use the pen tool to mask around the object you want to, and then you would move forward or backwards in time and animate that mask to keep shape and position around that object.

to do what they did in the video you posted a link to, you would only need to mask around the one side of the guy that reveals the text. the other side you can just stretch the mask out huge with a few points to the edge of the video just to cover up anything to his right. then you would animate the points ( most of the time it gets down to frame by frame if you want it to be tight and precise) to reveal the text as he moves acrossed by keeping the mask moving with him. the text is simply obscured behind the roto mask and you animate the mask points contouring the left side of the skate guy to reveal the text.

roto work is usually very tedious, and alot of people hate it, but its abosolutely essential for the majority of most of the effects work you see out there.
