whats the deal with aspect ratio

ok I dont understand something, I have always worked in vegas with raylight with hvx p2 720p footage, now here is the deal, I am working in fcp 6 with 720p p2 files, they come in as 960x720 ok now here is the problem, the final product is going to be ntsc 480 footage by the way, this is a commercial for tv, ok now here is the problem, everythime say I wanned to go from vegas to AE and I exported the 720 hd file to AE as ntsc 480 it would come out as letterbox, and now that I am working in fcp and do the same export the 720p as quicktime ntsc dv 480, whenever I open the file its not letterbox!!! what the hell? it fills the whole screen, am I missing somehting here, maybe the aspect ratio? someone help please.....

Not sure, you got such a mix of differnt programs going on, some will use a 4:3 frame letterboxed and some will use animorphic 16:9 frame. If its not ticked tick it and visa versa and see if that solves anything.
