What's the beeping noise in outtake reels?

I'd like to know what that beeping noise that occurs in outtake reels between clips is. There's usually a screen flash and beep between takes. Does anyone know why they do this?

That's the slate tone from a Nagra portable recorder. The Nagra has a button on it that makes that tone. In the old days of film, everything had to be synced in post. The slate tone was recorded on set after the scene and take number. It helps to identify shot breaks while fast forwarding through a sound reel. Why it became standard for outtakes I'm not sure, maybe because it sells the idea of them being raw footage like you'd see on a moviola while cutting.
