what's an effect which...

... transforms the video in a way that edges (between character and bg, or other objects) are still there, but the inside of the objects are roughened/blurred so that the color is more uniform?

the extreme use of this effect would be a sort of cartoonish look. i dont want that, but still, i'd like to have less details, with a more even color, on the surface of the objects (faces, tree leaves, etc), but preserving the edges, not blurring them...

i went through all the premiere effects but couldnt find anything good.
ideas? i also have vegas and AE..
