Im looking for an alternative to an elmo to transfer my 16mm to digital. Any kind of scanner or something? Should i look on ebay? Whats out there thats not too expensive? thanks

Off the top of my head, I think the only device that will give you a reasonable quality for a reasonable price is the Workprinter/Sniper developed by Roger Evans.

that one device looks just like an elmo. Is there any difference?
scratch that, it is an elmo, ive already got that setup. I was looking for something more scanner oriented that hooks to the computer that wont break my wallet. Like a more direct transfer rather than projecting and analog transfering

Send it to a place called bono labs. They charge you by the raw amount of footage. Get a 10 Bit uncompressed HD Transfer. Right to your hard drive.
