What to include when submitting to a TV channel for consideration

I'm submitting to a tv station and was wondering what I should include? Obviously project title and synopsis. From there what would they be looking for? The way I'd like it structured would be me self-producing the episodes and them licensing the episodes. Should I include my desired production structure (self-producing as opposed to co-producing)?

Typically, depending on network they have submission processes published on their sites (like Discovery, etc.). If you are saying TV station, is this a local TV station and content will only be viewed locally? For network cable type shows, budgets per episode tend to be in the $350K range paid by the network. However you work out the profits from that is up to you. Depending on network, prices will vary. I know of a local fishing show where they get $5K all in for production, post, and delivery.

If in the pitch stage, usually a pilot with your look, feel, cast, host, etc. and the "bible" of what the first series of episodes wouid include.
