What software is this ?

I imgaine any NLE could do that, although to might be easier to cut out the guy externally in Paint Shop or whatever, then put him back in on a new track.

The rest is just zooming in on that "still" track.
 
use after effects, apperently you have it, it will render really clean, but yeah, get a still frame and cut out the object.
