I've recently been seeing a lot of music videos and movies where the camera has some kind of filter that makes all the lights flare out. It usually is a very long straight line flare or a flare in the shape of a plus... what kind of filter is this?

You might be thinking of a 'star' filter. The number of 'lines' eminating from the light source is dependent on the number of 'points' on the filter.

For example the more common star filters are 4-point and 6-point stars.

Some filter manufacturers refer to these types of filters as cross screen filters.

this is similiar but the in the effects I see the flare only extends from the sides... like this... note that the "o" is the light source -------> ---------o----------
