What is this ?

This is a green screen clip we were working on and can't figure out where these lines are from. It almost looks like the picture is starting to break up, but can't figure it out.

Footage was shot in the late afternoon and then added CC, vignette, LS Night Time 2 and this sliver print plug in from Eureka. When I take away the sliver print plug it kind of goes away, but only because the footage is bright from being shot late after noon.

hard to tell but since your ire is peaking at 20, the footage is so dark its probably reacting badly to the color correction and just buzzing noise. Was your original image shot brighter i hope? Nothing can survive at 20 ire.
 
I brought the blacks down more to show the problem. Yes the original footage was shot brighter. Now that you mention it, this might be the problem. I think the sliver paint plug and black levels, I'll recheck this..
