What is this? Overpopulation, Sacrifice, so forth

So I have something in my head I can't identify. An episode of some anthology series, part of a movie, a short film... I don't know. It takes place in a world dealing with overpopulation. There is a government program in which people can have their nearest relatives paid if they kill themselves. The lead character is told that the more people he takes out, the more the check will be. So he straps on some bombs and blows himself up outside a bank. I think. So far Google searches for the keywords that come to mind haven't worked. If anyone can identify this I would consider being your friend.
